It's a popup menu which give you a list with your commands, it exists two menus one is for the public commands and the other is only for the admins.
Installation
Extract to ./cstrike/ and add es_load helpmenu to your autoexec.cfg.
To get admin use an auth provider like group_auth and have access to "help_admin".
