Added removing cheat flag from 'endround' command the script uses. Apparently on some servers the command does have cheat flags and not on some others, so this should make it work in all servers.

Added a new public variable dm_realround to let other scripts know whether the round clock time has gone to 0:00. dm_realround is 1 from round_freeze_end to the clock hitting 0:00. If this is wanted to be used in other scripts, it is recommended to have dm_endround set to 0.
